- bump direct Rust dependencies including hyper, pyo3, tokio, rustls, bytes, and compression crates
- regenerate Cargo.lock and uv.lock from project manifests
- update pre-commit hooks with immutable typos pin and latest uv hook
- verify Rust, Python, coverage, mypy, and pre-commit checks
