Changes:
CUDA - Sysmem Fallback Policy options added.
Nvidia Image Sharpening 2.0 options added.
Sharpening Filter options enabled from disabled options in CustomSettingNames.xml.
Remaining disabled options from internal CustomSettingNames.xml moved to Reference.xml for user access.
Moved to .NET 4.8.1; works on nearly all supported Windows operating systems, allows ARM64 (not tested).

Notes:
Built on Visual Studio 2022 17.9.6.

The original creator, Orbmu2k, has been absent for 2 years. If you have anything you want to add/fix I am here for now.
