Add round 10 candidates challenges

Summary

• add the Round 10 Candidates challenge set to the top of the Candidates page
• move the current Round 9 set into its own section below Round 10
• brighten the challenge buttons so the start action stands out more clearly

Testing

• npx prettier --write src/constants/candidates.ts src/pages/candidates.tsx
• npx tsc --noEmit --pretty false
