Add option to skip freeipa client install command call

Also add options to tell Puppet to keep if slurmd and sssd should be running or stopped.

This three options combined like this:

profile::freeipa::client::skip_ipa_install: true
profile::sssd::client::ensure: 'stopped'
profile::slurm::node::ensure: 'stopped'

enable a Magic Castle operator to launch a barebone cluster with only a puppet server and a compute node with the objective of creating a snapshot/machine image of a compute node for future usage.
