**What does this PR do?** This PR is a follow-up to #29 and updates our CI to test all Ruby versions from 2.5 to 4.0, and assume that all use the headers shipped in this gem. **Motivation:** Make our CI reflect the change. **Additional Notes:** This PR will be red and can only be merged after DataDog/dd-trace-rb#6135 lands. **How to test the change?** CI will be green ;)
