Update default package versions for g2c wgrib2

Description

This PR adds versions for g2c and wgrib2 packages.

Dependencies

• waiting on g2c and wgrib2: add g2c@2.3.0, g2c@2.20 and wgrib2@3.8.0, wgrib2@3.7.0 spack-packages#38

Issues addressed

Resolves #1832

Applications affected

UFS WM, any others that utilize / depend on wgrib2

Systems affected

Likely all JCSDA / NRL / EPIC hosts.
