Roll up the outstanding dependency bumps into a single update: - undici 7.28.0 -> 7.29.0 (cheerio), 6.27.0 -> 6.28.0 - ws 8.20.0 -> 8.21.2 with engine.io-client 6.6.4 -> 6.6.6 - axios 1.16.0 -> 1.19.0 - shell-quote 1.8.4 -> 1.9.0 with concurrently 10.0.3 -> 10.0.4 - ip-address 10.2.0 -> 10.4.0 - @babel/core 7.29.0 -> 7.29.7 - postcss 8.5.16 -> 8.5.25 - fast-uri 3.1.2 -> 3.1.5 - immutable 5.1.5 -> 5.1.9 - morgan 1.10.1 -> 1.11.0 - setuptools 78.1.1 -> 83.0.0 in server Also clear the advisories that resolve within the existing ranges, and pick up itk-wasm b.199, whose only runtime change is a re-bundled axios: - brace-expansion, js-yaml, protobufjs, socket.io-parser, body-parser - itk-wasm 1.0.0-b.197 -> 1.0.0-b.199 The lockfile is regenerated with npm 10.9.8 to match packageManager.

Lockfile regenerated with npm 10.9.8 to match packageManager. No downgrades.
Local: lint, unit tests, and build pass. e2e is 29/30, matching the same run on unmodified main (state-manifest waitForViews timeout, passes in isolation).
