• reorganize sections of home screen settings to match core
• move home row toggles into subpage to match core
• gate imdb/tmdb/seerr rows in the picker based on their toggles
• added missing seerr row toggles

Test Steps

1. Go to home screen sections
2. Compare to core, it looks the same
3. Open the home rows picker, imdb/tmdb/seerr rows no longer show if their toggles are off
