Related to vllm-project/vllm#42065 and vllm-project/vllm#42255
When vllm-project/vllm#42255 is merged. The cookbook can be further simplified to just use vllm builit-in tool call parser
nemotron_nano_v2without relying on an explicit tool call plugin file. For now, I still keep the tool call plugin file.
