docs: add 0.2.0 known issues

known_issues.md still only had a 0.1.0 section. Adds a 0.2.0 section covering the user-facing issues currently expected to ship unfixed.

The other two gaps from the same report, [targets] requiredness in toml_schema.md and --routing-log-file in cli_reference.md, are already fixed on main.
