Summary

This updates ExaGO's PetscErrorMessage call to match PETSc 3.25 and updates the build system accordingly.

• Updated the ExaGO call
• Updated documentation for dependence on PETSc 3.25. Will to rebuild the manual when we release v2.1.
• Bumped Spack version from 1.1.1 to 1.2.2 to natively get newer versions of PETSc.
• Removed local CoinHSL Spack repo, as the changes have been merged upstream.
• Updated Frontier modules accordingly.
