Fix fence evaluation for polygon regions and derived scopes

Summary

• evaluate fence events for derived local and WGS84 locations so cross-scope fences are checked consistently
• handle polygon fence regions without misclassifying them as point fences during bounding-rect and containment checks
• add regression coverage for WGS84 polygon fences and production-area fence event scenarios
