Summary

Add comprehensive historical data (2018-2024) for CHIP From-Conception-to-End-of-Pregnancy (FCEP) income limits from MACPAC MACStats Data Books.

State adoption timeline:

  • 2018-2021: AR, CA, IL, LA, MA, MI, MN, MO, NE, OK, OR, RI, SD, TN, TX, WA, WI (17 states)
  • 2022: +VA (18 states)
  • 2023: +CT, ME (20 states)
  • 2024: +AL, MD, NY (23 states)

  • All existing CHIP tests pass

- Add 0.05 to all finite income limits per MACPAC methodology note that
  the 5% disregard applies on top of statutory limits
- Update MACPAC reference to link to Exhibit 35 page

Tests verify that:
- AR limit is 214% (209% statutory + 5% disregard)
- SD limit is 138% (133% statutory + 5% disregard)
