vite-plus: Add version 0.1.18

This is just an installer, not the actual CLI. I don't think it makes sense to wrap an installer as a Scoop package.

And it occupies the 'vp' command, so the real 'vp' won't work properly, even after Vite+ CLI is correctly installed.
