This one doesn't create all of the artifacts in Manta yet, mostly because it looks for things in /opt/tools and nowadays /opt/local gets installed in such Jenkins agents instead. I'm afraid to pull at THAT scab, but because I know I may need to I'm setting this as a Draft PR.
