Repository-owned SDD policy is required so every developer and AI agent follows the same portable-requirement convention, rather than relying on a private Hermes profile. This adds an explicit required canonical SDD link and summary to top-level AGENTS.md, aligns the canonical rule, adds the minimal policy spec under .weaverse/specs/, distinguishes private source-file locations from substantive repository, runtime, and URL paths, and makes credential and secret redaction higher priority than literal preservation. It also reconciles the companion folder-date metadata rules with Pilot's existing touched-spec convention. The convention applies to new and touched specs without bulk-migrating historical specs.
