Add the missing v316 dispatch marker
The newly appended PM decision omits the "dispatch":"v316" field, even though recent dispatch records use that marker for grep-based lookup and v308 already needed a corrective append for the same omission. With this shape, rg '"dispatch":"v316"' .hive/memory/decisions.jsonl will miss the canonical v316 record, which weakens the memory/audit handoff for future PM sessions.

Fixed in commit a7e070d. Memory is append-only (Charter §5.3 / Hard Rule), so the original entry at line 306 cannot be edited. A corrective append was added at line 307 with "dispatch":"v316" as the canonical marker, following the same precedent as v305/v308 corrective appends. rg '"dispatch":"v316"' will now match line 307.
