Add tests for Protocol-20k dispensing eligibility

Implemented unit tests for the checkDispensingEligibility function in client/src/utils/dispensingGuard.ts using Vitest.

Key changes:

• Installed vitest as a dev dependency.
• Added test script to client/package.json.
• Created client/src/utils/dispensingGuard.test.ts covering:
  • Visitor restrictions (offline block, online allow).
  • Staleness cap (offline > 72h capped at 7 days).
  • Standard eligibility (home court, fresh data).
• Exported typed RxDB schema objects in client/src/db/schema.ts to resolve lint errors and support type usage.
