Convert Data Distribution monitoring actors to coroutines

Summary

• Convert storageServerFailureTracker, monitorStorageServerRecruitment, and waitServerListChange from Flow actors to standard C++ coroutines.
• Preserve failure-monitor race ordering, recruitment state transitions, server-removal stream handling, and the remaining actor-compiled code and tests.
• Avoid starting a data-removal transaction when the higher-priority health-change branch is already ready.
