Adds a short "Following updates via RSS, Atom, or Slack" section to the subscriber
notifications page, covering the feed URLs (/feed.rss, /feed.atom), the Slack
subscribe command (/feed subscribe .../slack.rss), that feeds don't count toward
subscriber limits, and that they're unavailable on private status pages.

Context: the July changelog will link to the status page docs, which didn't mention
feeds at all.

Adds a short section to subscriber notifications covering the feed URLs,
the Slack subscribe command, subscriber limit impact, and the private
status page limitation. Details verified against the status-pages app.
