feat(admin): add egress probe filters and account status details

Summary

• add latency, country, and IP-family filters with a visible match count
• make full egress checks resilient through 8-node batches, retry, and progress reporting
• expose country metadata from egress probes and detailed provider account status counts
• rebase the custom egress work onto upstream v3.0.10, including its current probe and routing contracts
• preserve existing finite routing.maxAttempts values above the upstream 200 cap, including legacy value 999

Verification

• go test ./...
• corepack pnpm --dir frontend lint
• corepack pnpm --dir frontend build
• native ARM64 staging startup against an online SQLite backup of the SG production data
