Builds the Jekyll site into a dedicated tmp/ directory and serves it
via Capybara/Cuprite (headless Chrome) for real-browser system specs,
starting with a homepage smoke test. The site is only rebuilt when
its source files have actually changed, based on a content fingerprint
cached alongside the build output.
