github-actions Dependabot PRs modify workflow files, which the default GITHUB_TOKEN is not permitted to merge (needs the 'workflows' scope). The auto-merge job was therefore failing on those PRs (e.g. #82) even though their tests passed. Gate it on the pip head-ref prefix; github-actions bumps are merged manually.
