What
Sync skill-suites governance surface with the uteke repo standard: SECURITY.md, CODE_OF_CONDUCT.md, issue templates, dependabot, and upgraded PR template.
Why
skill-suites was missing standard community/health files that uteke and cora-code already have. Adds private vulnerability reporting, contribution conduct expectations, and structured issue intake.
How
Adapted from uteke's templates (genericized for skill suites — no cargo gates in PR template, bug report asks for suite+commit instead of binary version). SECURITY.md links to this repo's advisories.
