Updates baselibs component requirements to match the feature requirement changes from eclipse-score/score#3071, which removed several generic feature requirements (core_utilities, safety, consistent_apis,
maintainable_design, security) in favor of more specific ones (utils_library, static_reflection_library, etc.) and set security=YES across the board.
