[ci] Replace Rust caching with generic caching #2931

Remove the `swatinem/rust-cache`, which turns out to take over 8 minutes [1] in the post-cache step due to the size of the cached artifacts. It's mostly redundant with our `generate_cache` job, so this leads to a significant overall performance improvement.
