Sure — here are the concrete dataset links. The portal roots were deliberate for Latvia (each feed is a separate subscription card) and Ukraine (it's a dataset-by-dataset portal, not one feed), but the specific 🇱Latvia — transportdata.gov.lv. 55 CC0 DATEX-II v3 datasets, each its own subscription card. The road-event headliners:

Adds three open, free-to-reuse traffic data sources to the Europe list that aren't currently included.
Latvia — the Latvian National Access Point (transportdata.gov.lv), 55 Datex-II v3 datasets (incidents, closures, roadworks, restrictions, weather), all CC0. Free registration + per-dataset subscription.
Portugal — the national NAP (anonymous JSON catalog); road-traffic Datex-II is municipal, with Porto's unplanned-road-conditions feed (Datex-II v3, ODbL) as the cleanest native road-events source.
Ukraine — no national NAP/Datex, but data.gov.ua (CC BY 4.0) carries accident black-spots, Kyiv road closures/repairs, and historical border-queue data.
For transparency: I found these while building napspan, an EU traffic-data aggregator, and integrate each of them — figured the open ones missing from this list were worth contributing back. All entries follow the existing portal + format + license style; licenses verified (CC0 / ODbL / CC BY 4.0).
