Collapse the three copy-pasted "pick summary-vs-content, strip empty comments only for summary, drop empties" pipelines (CodexAcpServer, CodexEventHandler, ResponseItemHistoryFallback) into a single sanitizeReasoningParts() helper in ReasoningText.ts, so the "strip summary only, never raw content" invariant lives in one place.
