Add generic context block manifests

Summary

• replace the reminder-specific pod surface with x-claw.context.blocks
• compile context-blocks.json manifests with id, kind, text, enabled, cadence, placement, and max-char validation
• expose context_blocks through claw-api and Clawdash, plus updated docs/skill data
