There is no need to retrieve track-list on every osc_init(). Also remove the outdated comment.

osc.lua: update track state only when track-list changes
There is no need to retrieve track-list on every osc_init().
Also remove the outdated comment.
osc.lua: move {audio,sub}_track_count into state
