OCPBUGS-76549: fixes for dpu-intel-ipu-p4sdk hermetic build

ART can't build dpu-intel-ipu-p4sdk hermetically.
The following is the error:

    STEP 21/39: RUN . /cachi2/cachi2.env &&     python3 -m pip install --no-cache-dir     netaddr==1.2.1
...
ERROR: Could not find a version that satisfies the requirement netaddr==1.2.1 (from versions: none)
ERROR: No matching distribution found for netaddr==1.2.1

this is similar to #295
