Adds release notes for Platform Version 2026.3, noting that the Quill bundle is deprecated and will no longer be part of the Platform LTS starting with the 2027 release line. Renumbers existing release-note files to make room for the new entry and fixes the resulting links in the release-notes index and the Platform Versions overview table.
