Replaces the templates with the markdown templates used in sktime/sktime, adapted for this repository:

  • issue links point to sktime/pycaret and the pycaret-core PyPI package
  • version-check and installation checklists from the old YAML forms are carried over into the markdown templates
  • an installation issue template is kept (not present in sktime)
  • config.yml contact links point to the pycaret Discord channel and sktime/pycaret discussions
  • the PR template follows sktime's, without the all-contributors and estimator-specific checklist items that do not apply here

well, it would still be helpful - I only changed the links, not the overall structure and content of the templates.
