Also bumps postgres_release build numbers to cut fresh AMIs including the new PostgREST binary. Note the arm64 asset naming changed upstream in v16.0, from ubuntu-aarch64 to linux-static-aarch64. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
