Initially opened this as a draft to get feedback from the Rust toolchain team on the content.
I put this in the backport section since that's where we're currently expecting it may be most relevant. It could also apply to updates, e.g. if a new architecture is introduced. For the new architecture scenario, it might happen that the upstream project doesn't supply a pre-built toolchain for the architecture, in which case we might have to use cross-compilation to build one ourselves. I didn't include anything about that possibility though because I haven't looked into the details.
