File review page - Initial Commit

Still to do:

• Make the FileItem.php file return a "replacement" object IF it exists in the local database.
• Allow users to save the links to the replacement file over those of the old file.
• Allow users to see the old and replacement files side-by-side and manually change the references AFTER the file upload process.

Lots already in place: new page, divorced FixIssuesPage.js from ReviewFilesPage.js, LOTS of cleaning of old code as well.
