QE-291 Discovery: Workflow orchestration

Context

We have no standardised way to automate operational procedures across our dev clusters. Engineers are manually running ad-hoc kubectl exec and port-forwarding to interact with services that have no API surface. We want to explore Argo Workflows as a platform to automate these procedures in a secure, auditable, and repeatable way across multiple clusters.

Goals

• Validate Argo Workflows as an internal operations platform for cross-cluster procedure automation
• Establish a secure multi-cluster architecture and execution model
• Prove a pattern for interacting with services that require direct access without broad permissions
• Lay groundwork for SSO-authenticated access for all engineers

Approach

Review with infra and stand up a PoC to validate the architecture, execution model, and security refinements work before committing to a full deployment.
