I don't think we want to change how we do DB load balancing in all environments to improve our local docker development environment.
There is a chance that we might actually want to do this for other reasons but we should probably evaluate it in a separate ticket against alternatives like adding additional replicas and with a plan to deploy and monitor this.
It would be great to add the the commit message the rationale and the impact of changing this setting.
