i40e: report VF xx still in reset when set VF's vlanid #4

When boot virtual instance, Libvirt set interface MAC/vlanid. sometimes it occurred LibvirtError that Cannot set intervface MAC/vlanid to vf xx, dmesg printed "VF xx still in reset. Try again.". Fix this by check VF's state and wait to active state, avoid to fail when set VF's vlanid.
